Goodafternoon,everyone,
Twentydayslater,Chinawillofficiallybecomethe143rdmemberofWTO.JustasDirector-generalofWTO,Mr.MikeMooresays,"it’sahistoricalmomentbothforWTOandChina".

Asmanynowbelieve,itseffortstojointheglobaltradeorganizationhavetakenfifteenyears,muchlongerthantheapplicationprocessofanycurrentWTOmember.China’sgreateffortsforWTOmembershipisatestimonyofitsimportancetotheChineseeconomy.ItwouldnotbeanexaggerationtosaythatifMr.DengXiaoping’seconomicreformandopendoorpolicymarkedChina’sopeningtotheworld,thenChina’saccessiontotheWTOmarksitsentrytotheworld.

Firstly,WTOmembershipwillgiveChinaamoreaccesstoforeignmarketsbecauseitwillreducedisruptionsinforeigntradethatarecausedbyunpredictablepolicyshifts.Giventhis,ChinawillbeinabetterpositiontoattractforeigninvestorswhouseChinaastheirexportplatform.Inaddition,itwillattractforeigninvestorswhofeelmoresecureaboutdevelopingChina’sdomesticmarket.Regardlessofwhetheritisexport-orientedorattractedbythehugedomesticmarket,foreigndirectinvestmentnotonlybringsinadditionalcapital,butmoreimportantlymanagement,technology,marketinformation,andglobalproductionanddistributionnetworksthatlinkChinamoretightlytotheothereconomies.

Secondly,China’saccessionalsowillbecomeanengineofitseconomicreformunderarule-basedframework.Thestate-ownedenterprisesarepowerfulforceagainstChina’smarchtowardamarketeconomy.ItwouldnotbeanexaggerationtosaythatthebilateralandmultilateralagreementsbehindChina’saccessiontotheWTOareasummarystatementoftheChina’seconomicreforminthenextdecadeorso.Theynotonlyconstitutearoadmapforeconomicreforminthecomingdecade,butasinternationaltreatiestheyalsoserveasthecountry’scommitmenttothecountry’ssystematicreformandrestructuringofthenationaleconomy.

Thirdly,theeconomicbenefitsderivedfromChina’sWTOmembershiparenotconfinedtostaticgainsinefficiencyfromthere-allocationofresourcesamongindustriesandamongfirms.Inthelong-run,dynamicgainsfromincreasedcompetitionbroughtaboutbyChina’sentryintotheWTOwillbeevenmoreimportant.

However,whenwearehailingChina’ssuccessfullyenteringintotheWTO,weshouldbeveryclearthatit’snottheendofourwork,buttheverybeginning.Therecoexistopportunitiesandchallenges,ifwewanttograspthelate-comingopportunity,weshoulddoourhomeworkbetter.
